Facility Projects

ATCO Electric is developing the transmission and isolated generation projects listed below. These facilities are subject to approval by the Alberta Utilities Commission (AUC, formerly the Alberta  Energy and Utilities Board or EUB) and/or other agencies.

Planned Projects

Excel Substation and 144 kV Transmission Line

Status: ATCO Electric is planning to build a new substation and about 2 km of 144 kV transmission line, to supply the TransCanada Keystone Pipeline pump station north of Oyen in southeast Alberta.   Project need was approved by the AUC in June 2008 (Application 1546123).
Project information was sent to landholders and agencies in August 2008.  ATCO Electric plans to apply to the AUC in September 2008, for approvals to start construction by January 2009.  Completion date is July 2009.

Wesley Creek to Meikie (Hotchkiss Area) Transmission Project

Status: A new double-circuit transmission line (about 126 km) is planned for the Peace River to Hotchkiss area of Northwest Alberta. Project need was approved by the EUB in August 2006 (Application 1450868). The proposed line will be operated at 144 kV but designed for 240 kV.

Project information was sent to landowners and agencies in February 2008.
Public open houses were held in March 2008.
ATCO Electric applied to the AUC on July 29, 2008. Clearing and construction would occur starting November 2008 for completion by April 1, 2010.

Current Fort Chipewyan Isolated Power Plant - Approval Renewal

Status:

ATCO Electric operates the existing 4.72‑megawatt power plant at Fort Chipewyan. The current approval from Alberta Environment will expire in October 2008. The existing plant is scheduled to be shut down and removed in 2009, but the plant still needs a valid Environment approval to run in the meantime and for site reclamation which is planned for completion in 2010. ATCO Electric applied  to Environment  June 16, 2008, to renew the approval by October. Public notice for the Environment application was sent to the community July 29, 2008, for statements of concern by August 29, 2008.

Monitor to Loyalist 144 kV Transmission Project

Status:

ATCO Electric is planning to build a new substation and about 8 to 10 km of 144kV transmission line, to supply the TransCanada Keystone Pipeline pump station southwest of Monitor in southeast Alberta. Project need was approved by the AUC in April 2008 (Application 1546112).
Project information was sent to landholders and agencies in July 2008.
ATCO Electric plans to apply to the AUC in September 2008, for approvals to start construction by February 2009. Completion date is July 2009.

Saskatoon Mountain Telecom Tower Replacement

Status:

ATCO Electric is planning to replace a telecommunications tower on an existing site about 10 km east of Beaverlodge, Alberta, and is applying for approvals from Industry Canada and the County of Grande Prairie.
Project information was sent to landholders and agencies in June 2008. A newspaper notice (Beaverlodge Advertiser, July 23) encourages anyone wishing to make public comments to do so within 30 days.
The work is planned for September-October 2008.

Bindloss Substation and 144 kV Transmission Line

Status:

ATCO Electric is planning to build a new substation and about 15 to 18 km of 144 kV transmission line, to supply the TransCanada Keystone Pipeline pump station southwest of Bindloss in southeast Alberta.   Project need was approved by the AUC in April 2008 (Application 1546125).
Project information was sent to landholders and agencies in June 2008, along with an invitation to an open house in Bindloss.
ATCO Electric plans to apply to the AUC in September 2008, for approvals to start construction by February 2009.  Completion date is August 2009.

High Level to Sulphur Point 144kV Transmission Line

Status:

ATCO Electric is planning to build a new 144 kV transmission line for about 105 km in the High Level to Rainbow Lake areas of northwest Alberta.   At the same time, a Static VAR compensator (SVC) will be installed at the High Level substation.  Project need was approved by the EUB in August 2006 (Application 1450868).
Project information was sent to landholders and agencies in June 2008, along with an invitation to an open house in High Level.
ATCO Electric plans to apply to the AUC in summer 2008, for approvals to start right-of-way clearing by November 2008. Completion date is March 2011.

Muskeg River to Black Fly/Husky Sunrise 240 kV Transmission Project

Status:

ATCO Electric is planning to build new 240 kV transmission lines for about 44 to 52 km, to connect with the Husky Sunrise oil sands site north of Fort McMurray, Alberta.   Project need was approved by the EUB in November 2007 (Application 1512862).
Project information was sent to landholders and agencies in May 2008.
ATCO Electric plans to apply to the AUC in summer 2008, for approvals to start clearing and construction by November 2008.  Completion date is April 1, 2010.

Crystal Lake Substation Transformer Addition

Status:

ATCO Electric is planning to add a transformer and make associated improvements at the Crystal Lake substation in Grande Prairie, Alberta. 
Notice was sent to agencies and neighbouring landowners May 2, 2008, along with an invitation to an open house (May 13, at Christian Fellowship Assembly).
ATCO Electric applied to the AUC June 11, 2008 (application 1575857). 
The work is planned to take place August 2008 through June 2009.

Fort Hills 240 kV Transmission Project

Status:

ATCO Electric is planning to build about 6 km of new 240 kV transmission line to connect with the Fort Hills oil sands site north of Fort McMurray, Alberta.  Project need was approved by the EUB in November 2007 (Application 1511654).
Project information was sent to landholders and agencies in April 2008.
ATCO Electric applied to the AUC June 10, 2008 (application 1575660) for approvals to start clearing and construction by October 2008. Completion date is April 1, 2009.

Goodfare to Updike 144kV Transmission Project

Status:







 
A new 144 kV transmission line (about 27km) is planned for the Hythe area west of Grande Prairie, Alberta. Project need was endorsed by  the Alberta Electric System Operator (AESO) and filed for information with the EUB (Application 1462547).
ATCO Electric filed an application with the EUB in  2006. Following a public hearing in April 2007, the EUB issued a Decision May 8, 2007, requiring ATCO Electric to provide further information.

ATCO Electric withdrew the original application January 31, 2008, while continuing to  re-assess route options and consult landowners.
ATCO Electric plans to re-apply to the AUC in summer 2008.

Poplar Hill to Lowe Lake 144kV Transmission Project

Status:





 

A new 144 kV transmission line (about 1 km) is planned for the La Glace area northwest of Grande Prairie, Alberta, to connect Grande Prairie Generation Inc's approved Northern Prairie Power Project to the transmission system. Project need was endorsed by AESO and filed for information with the EUB (Application 1546254) in 2007.
ATCO Electric sent project information to landowners and agencies in March 2008.
ATCO Electric applied to the AUC May 16, 2008 (application 1572922). Construction is planned to start in summer 2008, for completion in late-2008 or early 2009.
