Facility Projects

ATCO Electric is developing the transmission and isolated generation projects listed below. These facilities are subject to approval by the Alberta Utilities Commission (AUC) ( formerly the Alberta  Energy and Utilities Board or EUB) and/or other agencies.

Planned Projects

Lindbergh Substation and 144 kV Transmission Line

Status: ATCO Electric is planning to build a new Lindbergh substation and about 26 to 28 km of new 144 kV transmission line, to supply the Inter Pipeline Fund pump station northeast of Elk Point, Alberta.  Associated minor alterations are also planned at the existing Irish Creek substation south of Elk Point. 
Project information was sent to landholders and agencies in November 2008, along with an invitation to attend an open house in Elk Point (2 to 8 p.m., December 11, 2008).
ATCO Electric plans to apply to the AUC by February 2009, for approvals to start construction by July 2009. Targeted completion date is December 2009.

Ribstone Creek to Lakesend 144 kV Transmission Line

Status:







 
ATCO Electric is planning to build a new 144kV transmission line north of Veteran.  The project includes about 25 to 31 km of new line from ATCO Electric's existing Ribstone Creek substation to a new Lakesend substation to be built by AltaLink at a new TransCanada Keystone Pipeline pump station.  Project need was approved by the AUC in August 2008 (Application 1546106).
Project information was sent to landholders and agencies in November 2008 along with an invitation to attend an open house in Coronation (2 to 8 p.m., December 2, 2008).
ATCO Electric plans to apply to the AUC in January 2009, for approvals to start construction by May 2009. Completion date is December 2009.

Goodfare to Updike 144kV Transmission Project

Status:







 
A new 144 kV transmission line (about 27km) is planned for the Hythe area west of Grande Prairie, Alberta. Project need was endorsed by  the Alberta Electric System Operator (AESO) and filed for information with the EUB (Application 1462547).
ATCO Electric filed an application with the EUB in  2006. Following a public hearing in April 2007, the EUB issued a Decision May 8, 2007, requiring ATCO Electric to provide further information.

ATCO Electric withdrew the original application January 31, 2008, and re-applied to the AUC with a new route on October 6, 2008 (Application 1589611).
ATCO Electric sent an update to landholders and interested parties October 16, 2008.
The AUC issued public Notice of Application to interested parties October 30, with a deadline of November 19, 2008, for submission of any interventions.

Bitumount Telecom Tower Notice

Status: ATCO Electric is planning to build a telecommunications tower on a new site (on existing Fort Hills Energy lease) about 75 km north of Fort McMurray, Alberta, and is applying for approvals from Industry Canada and the County of Grande Prairie.
Project information was sent to landholders and agencies in October 2008. A newspaper notice was published October 24, 2008, encouraging anyone wishing to make public comments to do so within 30 days. The work is planned for winter 2008-2009.

Waddell Substation

Status: ATCO Electric is planning to build a new substation to supply the StatoilHydro Leismer site northwest of Conklin in northeast Alberta.   Project need was approved by the AUC in March 2008 (Application 1545097).
Project information was sent to landholders and agencies in August 2008.  ATCO Electric applied to the AUC on September 23, 2008, (Application 1587839) for approval
of the substation, and filed additional applications in October for line and connection approvals. Construction starts in winter 2008-2009 for completion by July 2009.
This substation will connect with an AltaLink and ATCO Electric 144 kV transmission line from AltaLink's Leismer substation. AltaLink will  build the line (Applications 1588514-AltaLink and 1589281-ATCO Electric).  Line details may be obtained from AltaLink (telephone 1-877-267-1453).
The AUC issued public Notice of Application to interested parties Nov. 6, with a deadline of Nov. 28, 2008, for submission of any interventions.

Excel Substation and 144 kV Transmission Line

Status: ATCO Electric is planning to build a new substation and about 2 km of 144 kV transmission line, to supply the TransCanada Keystone Pipeline pump station north of Oyen in southeast Alberta.   Project need was approved by the AUC in June 2008 (Application 1546123).
Project information was sent to landholders and agencies in August 2008.  ATCO Electric plans to apply to the AUC in Fall 2008, for approvals to start construction by January 2009.  Completion date is July 2009.

Wesley Creek to Meikie (Hotchkiss Area) Transmission Project

Status: A new double-circuit transmission line (about 126 km) is planned for the Peace River to Hotchkiss area of Northwest Alberta. Project need was approved by the EUB in August 2006 (Application 1450868). The proposed line will be operated at 144 kV but designed for 240 kV.

Project information was sent to landowners and agencies in February 2008.
Public open houses were held in March 2008.
ATCO Electric applied to the AUC on July 29, 2008. ATCO Electric sent an update to landowners and interested parties September 5, 2008.

Clearing and construction would occur starting winter 2008-2009 for completion by April 1, 2010.

Monitor to Loyalist 144 kV Transmission Project

Status:

ATCO Electric is planning to build a new substation and about 8 to 10 km of 144kV transmission line, to supply the TransCanada Keystone Pipeline pump station southwest of Monitor in southeast Alberta. Project need was approved by the AUC in April 2008 (Application 1546112).
Project information was sent to landholders and agencies in July 2008 and additional information for Monitor substation was sent September 10, 2008.
ATCO Electric plans to apply to the AUC in fall 2008, for approvals to start construction by February 2009. Completion date is July 2009.

Status:

ATCO Electric is planning to build a new substation and about 15 to 18 km of 144 kV transmission line, to supply the TransCanada Keystone Pipeline pump station southwest of Bindloss in southeast Alberta.   Project need was approved by the AUC in April 2008 (Application 1546125).
Project information was sent to landholders and agencies in June 2008, along with an invitation to an open house in Bindloss.
ATCO Electric plans to apply to the AUC in fall 2008, for approvals to start construction by February 2009.  Completion date is August 2009.

High Level to Sulphur Point 144kV Transmission Line

Status:

ATCO Electric is planning to build a new 144 kV transmission line for about 105 km in the High Level to Rainbow Lake areas of northwest Alberta.   At the same time, a Static VAR compensator (SVC) will be installed at the High Level substation.  Project need was approved by the EUB in August 2006 (Application 1450868).
Project information was sent to landholders and agencies in June 2008, along with an invitation to an open house in High Level.
ATCO Electric plans to apply to the AUC in fall 2008, for approvals to start right-of-way clearing in winter 2008-2009. Completion date is March 2011.
